Kitchen Remodeling in Palo Alto

Palo Alto runs its own gas and electric utility. It shapes a kitchen remodel more than the cabinets do.

Palo Alto homes buy gas and power from City of Palo Alto Utilities, not PG&E, and the city issues an instant online permit for kitchens that keep their footprint. We remodel Palo Alto kitchens with the permit path, the CPAU induction rebate and the panel check settled before cabinets are ordered.

WHAT WE PLAN IN A PALO ALTO KITCHEN

Gas range, or induction?

Palo Alto suspended its all-electric requirement for new construction and substantial remodels in February 2024, so a remodeled kitchen can keep gas. Many owners switch anyway, because CPAU pays $500 for replacing a gas cooktop or range with induction, $500 per new circuit and up to $662 toward the permit. The choice changes the panel load, the hood and the gas line, so it is made at the site visit.

Induction conversion

A dedicated 240-volt circuit replaces the gas supply, which is capped. CPAU's induction rebate covers projects completed on or after March 18, 2026.

Instant permit or plan check

Same footprint, no added fixtures, no wall, window or panel changes: the Kitchen/Bath Remodel Instant Permit, pulled online by a licensed contractor. Anything more goes to plan check.

Panel and circuits

A load calculation decides between a new circuit, a splitter or pauser device, or a panel upgrade. CPAU pays $1,000 toward an upgrade up to 200 amps alongside a core appliance rebate.

Eichler kitchens

Eichler kitchens sit on concrete slabs, often with radiant heating tubes inside. Moving a sink to an island means cutting the slab, so tube locations are found first.

Hood and duct route

The hood duct path is planned before cabinets are hung, especially in Eichlers, where post-and-beam, single-wall construction leaves few spaces for ducts and vents.

Older finishes

With a median build year of 1963, most Palo Alto kitchens predate 1978, so paint is handled lead-safe and suspect flooring or mastic is tested before demolition.

INSTANT PERMIT OR PLAN CHECK

What keeps a Palo Alto kitchen on the instant permit.

The instant permit is issued online in Accela with no staff review. Switching to induction usually fits, as long as the panel itself is not upgraded.

Planning the work

How a Palo Alto kitchen project runs.

  1. Site visit

Free visit. Layout, slab or crawlspace, gas line, panel and hood route.

  2. Rebates and permit

CPAU rebate reserved first, since funds hold for 120 days, then the instant permit or a plan check submittal in Accela.

  3. Rough-in

Gas capped or rerouted, new circuits, plumbing and duct inspected, with inspections booked well ahead.

  4. Final and paperwork

Final inspection booked by phone, then the CPAU claim filed within 90 days of passing it.

PALO ALTO AT A GLANCE

Who does what in a Palo Alto kitchen remodel.

Palo Alto's utility, permit rules and housing stock all differ from its neighbors. Each one changes how a kitchen is planned.

  1. Utility

    CPAU supplies gas and electricity

Palo Alto's own utility, not PG&E, runs the gas and electric service and the Rebate Hub. Reservations hold for 120 days and claims are due within 90 days of final inspection.

  2. Permit

A licensed contractor pulls it online in Accela when the kitchen keeps its footprint and adds no fixtures. Wall, window or panel changes go through plan check.

  3. Energy code

    Gas allowed, electric readiness required

The city suspended its all-electric requirement on February 26, 2024. Its reach code allows mixed-fuel construction but requires prewiring for a future electric appliance when gas equipment goes into new buildings or substantial remodels.

  4. Inspections

    Book early, finals by phone

Inspections are scheduled online or at (650) 329-2496, option 2, and final inspections by phone only. The city's 2022 permit review found inspection lead time was typically about two weeks.

WHAT SLOWS PALO ALTO KITCHENS

Problems Palo Alto homeowners run into, and how we plan around them.

From the city's 2022 Building Permitting Process Review, its customer survey and local coverage.

What happensHow we handle it

Waiting about two weeks between requesting an inspection and getting one.

Each inspection is requested ahead of when the work will be ready, so cabinets and counters are not idle waiting for a rough sign-off.

Inspectors interpret the same rule differently.

Survey respondents cited inconsistent inspection staff, so code references, appliance specs and energy forms are kept on site to settle questions at the visit.

Permit approvals take longer than expected.

Kitchens are scoped to stay inside the instant permit when the layout allows, and plan check sets are complete at submittal.

The process is hard to follow from the outside.

The city's review found applicants need better information, so every inspection, form and CPAU deadline is mapped at the start.

An island sink in an Eichler means cutting a slab with radiant tubes.

Tube locations are found before the layout is final, and keeping the sink on its existing drain is priced as the first option.

WHAT PALO ALTO HOMEOWNERS ASK

Palo Alto kitchen questions

Ask about your project ↗
Can I get an instant kitchen remodel permit in Palo Alto?

Yes, if the kitchen keeps its footprint. A CSLB-licensed contractor can pull Palo Alto's Kitchen/Bath Remodel Instant Permit online in Accela when fixtures and outlets move only within the room with none added, and no walls, windows, doors or the panel change. Owner-builders cannot use it, and larger projects go through plan check.

Does CPAU give a rebate for an induction stove?

Yes. City of Palo Alto Utilities pays $500, or $1,000 for income-eligible residents, for replacing a gas cooktop or range with induction, on projects completed on or after March 18, 2026. Add-ons include $500 per new circuit, $1,000 toward a panel upgrade up to 200 amps and up to $662 toward the permit fee.

Is a new gas range allowed in Palo Alto?

Yes. Palo Alto suspended enforcement of its all-electric requirement on February 26, 2024, after a Ninth Circuit ruling, and the energy reach code that took effect in October 2024 allows mixed-fuel construction. New buildings and substantial remodels must still meet electric readiness rules, such as prewiring for a future electric appliance when a gas appliance is installed.

Do I need a panel upgrade for induction in Palo Alto?

Often not. Most induction ranges need one dedicated 240-volt circuit, commonly 40 or 50 amps, and a load calculation shows whether the panel can carry it. CPAU rebates splitter or pauser devices and subpanels at $500 each, up to two splitter or pauser devices per household, and pays $1,000, or $2,000 income-eligible, when an upgrade to 200 amps or less is needed.

How long does a CPAU rebate reservation last?

120 days. CPAU typically reviews a reservation in about 5 business days, and the final application is due within 90 days of passing final inspection and inside the 120-day window, so the reservation is timed to the construction schedule.

Can I move a kitchen sink to an island in an Eichler?

Yes, but it means cutting the concrete slab for the drain, and many Eichlers have radiant heating tubes in that slab. Locating the tubes first avoids damaging a line, and adding or moving a fixture takes the project out of the instant permit and into plan check.
