Energy programs — illustrative design concept

Current planning checkpoint · October 2026

Do not budget an expired credit.

The federal EV charging credit’s placed-in-service window ended June 30, 2026. The federal Section 25C home improvement credit ended for improvements after December 31, 2025. Local programs have their own rules.

Sources: IRS Section 30C · IRS Section 25C.

Read the electricity bill

Identify the electricity provider and generation provider for the property. A county name alone does not establish utility-program eligibility.

Check the exact equipment

Match the model, existing fuel, property type and project date to the program’s rules. A panel or EV circuit can be an add-on rather than a standalone rebate.

Separate cash from savings

A future reimbursement may not reduce the payment due during construction. Keep the full upfront budget unless an approved arrangement explicitly changes it.

Choose a program to check.

Status reflects the cited source at review, not a funding reservation or an eligibility determination for your project.

San Mateo County customers

WestLight Energy

Formerly Peninsula Clean Energy. Its residential directory covers heat pump water heating, heating and cooling, home upgrade support and other offers. Verify the customer account and exact measure before choosing equipment.

Before relying on it: Start with your generation provider on the electricity bill. Confirm reservation timing and product requirements with WestLight.

Reservation first

Participating Santa Clara County communities

Silicon Valley Clean Energy

Home Rebates cover eligible appliance replacements and certain wiring or control measures. Electrical infrastructure and EV prewiring are add-ons with additional conditions.

Before relying on it: Read the participation agreement before assuming a panel upgrade qualifies. Capacity increases above 100 A have specific restrictions and exception rules.

Reservation first

SJCE customers

San José Clean Energy: EcoHome

The program supports qualifying gas-to-heat-pump replacements. Certain panel and circuit measures can be add-ons to a qualifying heat pump project.

Before relying on it: Obtain approval before installation; the program requires final permitting and an itemized invoice for the claim. New battery storage applications are no longer accepted.

City of Santa Clara / SVP customers

Silicon Valley Power

The municipal utility has its own residential rebate directory, including EV charging equipment and home electrification measures.

Before relying on it: Check SVP eligibility and the specific application. Silicon Valley Power and Silicon Valley Clean Energy are different providers.

Palo Alto utility customers

City of Palo Alto Utilities

The city’s home charging guide includes a utility service capacity fee rebate program and instructions for EV installations.

Before relying on it: Confirm the proposed service change, eligible fees and current application requirements with city utilities before including savings in the budget.

Reserve before purchase

Eligible SVCE properties

SVCE multifamily & business EV charging

A separate program covers eligible charging installations at multifamily, workplace and public charging properties. Property type, equipment and stacking rules matter.

Before relying on it: The program requires work and equipment purchases to follow the funds reservation date; planning and design may precede it. Check the participation terms before ordering.

Fully reserved

California

HEEHRA through TECH Clean California

The administrator reports that single-family funding was fully reserved on February 24, 2026 and multifamily funding on September 1, 2026. New reservations are not being accepted.

Before relying on it: Do not include an unreserved HEEHRA rebate in a new project budget. Existing reservation holders should work with their participating contractor on completion and claims.

Ended for new installations

Federal tax credit

Federal EV charging credit: Section 30C

The IRS eligibility window ends June 30, 2026. A charger placed in service after that date does not qualify under this window.

Before relying on it: For an earlier installation, check the placed-in-service date, eligible census tract and other IRS conditions. A purchase or deposit date alone is not the installation date.

Ended for 2026 improvements

Federal tax credit

Federal home improvement credit: Section 25C

The IRS states that qualifying improvements had to be made through December 31, 2025. Do not subtract this credit from a new 2026 heat pump or electrical project.

Before relying on it: Questions about an earlier eligible improvement belong with your tax preparer and the applicable IRS instructions.

Keep a rebate project folder.

  • Program agreement and eligibility confirmation.
  • Reservation number, approval date and expiration date.
  • Existing equipment photos and proposed model specifications.
  • Itemized invoice separating eligible measures.
  • Permit and final inspection evidence when required.
  • Installation photos, claim receipt and payment record.

Five questions that prevent surprises.

  1. Must approval happen before purchase, installation or both?
  2. Is the quoted rebate a base amount, an add-on or income-qualified?
  3. Can it be combined with the other incentive in the proposal?
  4. Who receives the payment and who submits the claim?
  5. What happens if funding, eligibility or the equipment model changes?

Use the administrator’s current rules when an old flyer or directory disagrees. HEEHRA’s administrator now reports both residential categories fully reserved.

FROM THE YKCA JOURNAL

Make this page useful for your project.

Can I subtract every rebate listed on the directory from my project cost?

No. Match your provider, property, equipment and timing to the administrator’s current rules. Confirm reservation, eligibility and who receives payment before treating an incentive as available funding.
