Bathroom Remodeling in Sunnyvale
In Sunnyvale, changing two fixtures turns a refresh into a permitted remodel.
Sunnyvale treats a bathroom as a full remodel once two or more fixtures or trades change, and every permit triggers a whole-house fixture check. We remodel bathrooms here with the city's 2026 requirements, Eichler details and SVCE rebates planned before demolition.

PERMIT OR NOT
When a Sunnyvale bathroom needs a permit.
Sunnyvale's bathroom handout, for permits submitted from January 1, 2026, draws a clear line between swapping a fixture and remodeling.
No permit needed
- Replacing a sink in the same location
- Replacing a toilet in the same location
- Replacing the vanity with the same vanity
Permit required when
- The tub or shower is remodeled or replaced
- The vanity and sink are both replaced
- Outlets move or a toilet moves
- An exhaust fan or window is installed or changed
Application includes
- Building and Fire Permit Application
- Floor plan of existing and proposed conditions
- HOA approval letter, if applicable
- Photos of the existing bathroom for the first inspection
WHAT WE PLAN IN A SUNNYVALE BATHROOM
Over the counter, or plan review?
Interior remodels in Sunnyvale can be reviewed in person at the One-Stop Permit Center by appointment, or online with a 21-day first review. Keeping fixtures in place keeps the drawings short. A curbless shower, a moved toilet or a new window adds plans and inspections, and in an Eichler a drain move means the slab.
Shower and tub
Shower pans sloped a quarter inch per foot, liners 3 inches up the wall, and curbs 2 to 9 inches above the drain.
Curbless showers
Framing plans if the subfloor changes, a linear drain plus the main drain, each trapped and vented, and a membrane across the whole room.
Electrical and fan
A dedicated 20 amp circuit, GFCI outlets and an Energy Star fan ducted outside at 50 CFM, with humidity control.
Whole-house fixtures
Any permit means replacing toilets over 1.6 gallons per flush and showerheads over 2.5 gpm anywhere in the house.
Water heater switch
SVCE pays $2,500 for replacing a gas water heater with a heat pump model, or $3,500 for income-qualified households.
Eichler bathrooms
More than 1,000 Eichlers were built in Sunnyvale. Slab floors and open-beam ceilings decide where drains and fan ducts can go.

Slab floors, open ceilings
The city notes that Eichler radiant floors often deteriorated where copper was not used. Drain moves mean cutting the slab, and fan ducts need a route through open-beam ceilings.

WHAT TRIPS UP SUNNYVALE BATHROOMS
Problems Sunnyvale homeowners run into, and how we plan around them.
From r/Sunnyvale threads, the city's handouts and its permit center notices.
New low-flow showerheads feel weak, and owners talk about pulling the restrictors.
We choose 1.8 gpm heads with a good spray pattern, since compliant fixtures are checked as part of a permitted remodel.
A bathroom permit turns into replacing toilets and showerheads all over the house.
The whole-house fixture count is done at the site visit, so it is in the plan rather than a surprise at final.
Eichler ceilings leave no hidden space for ducts.
Fan duct routes are drawn before tile is chosen, using short runs or soffits that suit the open-beam ceiling.
Final inspectors focus on smoke alarms and other house-wide items.
Smoke and carbon monoxide alarms are brought up to the handout's placement and 10-year battery rules before the final is booked.
Scam emails ask permit applicants for payment.
Sunnyvale warns of phishing aimed at applicants. We pay fees only in E-OneStop and confirm any request with the Permit Center.

Do I need a permit to remodel a bathroom in Sunnyvale?
Yes, once 2 or more plumbing fixtures or other trades change, such as a new shower and vanity, moved outlets or a new exhaust fan. Replacing a sink or toilet in the same location, or the same vanity, does not need a permit. A required permit must be issued before work starts.
Can I get an over-the-counter bathroom permit in Sunnyvale?
Yes, by appointment, for interior remodels and single-story projects of 800 square feet or less. Start the E-OneStop application description with OTC, upload the plans, then email pcappointment@sunnyvale.ca.gov. Online review otherwise takes 21 days for the first round and 14 for resubmittals.
What does Sunnyvale require for a curbless shower?
Framing and floor plans whenever the subfloor framing changes, plus a linear drain at the shower entrance in addition to the primary drain, each trapped and vented. The whole bathroom counts as a wet location, so the waterproof membrane extends across the entire floor.
Does Sunnyvale make me replace old fixtures elsewhere in the house?
Yes. Any permitted alteration requires replacing non-compliant fixtures throughout the house: toilets over 1.6 gallons per flush go to 1.28, showerheads over 2.5 gpm go to 1.8, and bathroom faucets over 2.2 gpm go to 1.2.
How do I schedule a bathroom inspection in Sunnyvale?
Online through E-OneStop or by phone at (408) 730-7790. The first inspection covers rough plumbing and electrical before wallboard, and the inspector asks for photos of the original bathroom. Underlayment and shower pan inspections come next, then the final.
Do Sunnyvale's Eichler guidelines apply to a bathroom remodel?
No, not to interior work. Sunnyvale's Eichler Design Guidelines, adopted July 28, 2009, cover exterior changes visible from the street and neighbors. Replacing or adding a bathroom window is exterior work, and the city has a separate Eichler window replacement handout.
