Bathroom Remodeling in Palo Alto
Most Palo Alto bathrooms are older than 1963. Plan for what is behind the tile.
Seven in ten Palo Alto homes were built before 1980, many of them Eichlers on concrete slabs. We remodel bathrooms here with the city's permit path, CPAU rebates and slab plumbing planned before demolition, under one licensed contractor.

PALO ALTO AT A GLANCE
What is different about remodeling in Palo Alto.
Palo Alto runs its own utility, its own instant permit for kitchens and baths, and has one of the oldest housing stocks on the Peninsula. All three change how a bathroom project is planned.
- 1963
- median year a Palo Alto home was built
- 72%
- of homes built before 1980
- 67,645
- residents, 2024 Census estimate
Utility
City of Palo Alto Utilities, not PG&E
CPAU supplies electricity, gas and water. Its Rebate Hub pays $3,500 for replacing a gas water heater with a heat pump model, plus $1,000 toward a panel upgrade and up to $662 toward the permit fee.

Kitchen and bath instant permit
A licensed contractor can pull an instant online permit in Accela when the remodel stays in the existing footprint, adds no fixtures and does not touch walls, windows or the panel. Larger projects go through plan check.

Book early, finals by phone
Inspections are scheduled online or at (650) 329-2496, option 2, and final inspections by phone only. A 2022 city audit found the wait for an inspection was often about two weeks, so we book them ahead in the schedule.

Slab homes need a plumbing plan
Eichler bathrooms sit on a concrete slab, often with radiant heating tubes inside it. Moving a toilet or shower drain means cutting the slab, so tube locations are found before any layout change.
WHAT WE PLAN IN A PALO ALTO BATHROOM
Same footprint, or a new layout?
Keeping the toilet, shower and vanity where they are qualifies most Palo Alto bathrooms for the instant permit and keeps the slab intact. Moving drains, adding a fixture or changing walls means plan check, more inspections and, in Eichlers, cutting concrete. We price both paths at the site visit.
Shower and tub
Tub-to-shower conversions and curbless showers on a tested waterproofing membrane. In slab homes the drain location decides what is possible.
Water heater switch
If the gas water heater is being replaced anyway, CPAU pays a $3,500 rebate for switching to a heat pump model. We add the 240-volt circuit in-house.
Fixtures and paperwork
Palo Alto requires the SB 407 water-conserving fixture form before final: 1.28 gallons per flush toilets, 1.8 gpm showerheads, 1.2 gpm faucets.
Electrical and ventilation
GFCI outlets, a ducted exhaust fan, mirror and ceiling lighting, heated floors. Circuits added under the instant permit need a load calculation first.
Older finishes
Most Palo Alto homes predate 1978, so painted surfaces are handled lead-safe and suspect tile or mastic is tested before demolition.
Eichler details
Single-wall post-and-beam construction leaves little space for pipes and vents in walls, so routes are planned before tile is chosen.
INSTANT PERMIT OR PLAN CHECK
Which permit path your bathroom takes.
Palo Alto's Kitchen/Bath Remodel Instant Permit is issued online in Accela with no staff review. It saves weeks, but only if the project stays inside its rules.
Instant permit works when
- The bathroom stays within its existing footprint
- The home is a single-family house, ADU or duplex
- Fixtures and outlets move within the room, with none added
- A CSLB-licensed contractor applies; owner-builders cannot
Plan check is needed when
- Walls, windows, doors or structure change
- The number of fixtures goes up
- The panel or a subpanel is upgraded
- The work extends beyond the existing footprint
Before the final inspection
- SB 407 water-conserving fixture form
- Smoke and carbon monoxide alarm self-certification
- Energy code CF2R or CF3R forms, depending on scope
- Construction debris tags through Green Halo, where required

WHAT TRIPS UP PALO ALTO REMODELS
Problems Palo Alto homeowners run into, and how we plan around them.
From the city's 2022 permit audit, local news and the city's own permit pages.
Waiting about two weeks for an inspection stalls the job.
Inspections are booked ahead in the schedule, and the final is booked by phone as the city requires.
Plans get rejected and resubmitted more than once.
Load calculations, equipment specs and energy forms are complete before submittal, so the instant permit is not bounced to plan check.
Cutting an Eichler slab damages radiant heating tubes.
Tube locations are found before any drain is moved, and keeping drains in place is priced as the first option.
Old paint and tile hide lead and asbestos.
Homes built before 1978 are handled with lead-safe practices, and suspect tile or mastic is tested before demolition.
A CPAU rebate reservation expires before the work is done.
Reservations hold for 120 days, so the rebate is reserved when the schedule is set, and paperwork is filed within 90 days of final.

Do I need a permit to remodel a bathroom in Palo Alto?
Yes. Palo Alto requires a building permit for any remodel or repair beyond cosmetic work. If the bathroom keeps its footprint, adds no fixtures and leaves walls, windows and the electrical panel alone, a licensed contractor can get the city's Kitchen/Bath Remodel Instant Permit online the same day.
What documents does Palo Alto require before a bathroom final inspection?
Four, in most cases: the SB 407 water-conserving fixture form, a smoke and carbon monoxide alarm self-certification, Energy Code CF2R or CF3R forms depending on scope, and construction debris tags through Green Halo where required. Missing paperwork is a common reason a final inspection does not pass.
How long do Palo Alto building inspections take to schedule?
Often about two weeks. A 2022 audit of the city's permit process found the wait for an inspection was the biggest source of delay. Inspections can be booked online or at (650) 329-2496, option 2, but final inspections must be booked by phone.
Can I move a toilet or shower in an Eichler bathroom?
Yes, but it means cutting the concrete slab, and many Eichlers have radiant heating tubes in that slab. The tube layout has to be located first, because a damaged line is expensive to repair. Keeping drains in place is the fastest and least expensive option.
Does CPAU give a rebate for a heat pump water heater?
Yes. City of Palo Alto Utilities pays $3,500 for replacing a gas water heater with a heat pump model and $500 for replacing an electric one, plus up to $1,000 toward a needed panel upgrade. The city's own full-service program installs a 65-gallon unit from $2,100.
Do Palo Alto's Eichler guidelines apply to a bathroom remodel?
No, not to interior work. The Eichler design guidelines the City Council adopted in 2018 are voluntary and cover exterior changes such as rooflines, windows and siding. An interior bathroom remodel follows the normal building permit rules.
