The key decision
The mailing city is not enough to establish the reviewing authority or the right application route.
Confirm the jurisdiction before the checklist
Identify the parcel and the authority responsible for the property. A county mailing address does not necessarily mean the county issues the permit. Then describe the complete scope so the department can direct you to the correct application and review process.
Use local examples without copying their rules
San José offers a minor kitchen-and-bath remodel pathway. San Francisco describes a kitchen-and-bath online route with eligibility conditions and associated trade-permit choices. San Mateo publishes separate residential, EV, kitchen and bathroom guidance. These are useful starting points, not one interchangeable Bay Area process.

Plan for the full record
An application, an issued permit, an inspection and a closed permit are different stages. Ask who responds to comments, schedules inspections and retains the final record. An attractive final photograph does not establish that closeout is complete.

Choose your starting point
| Local starting point | Use it for | Confirm separately |
|---|---|---|
| San José minor-remodel guide | Initial route and eligibility | Complete project scope and current review |
| San Francisco kitchen/bath guide | Eligible application and trade permits | Building classification and applicant eligibility |
| City of San Mateo checklists | Required submittal documents | Property jurisdiction and exact project type |
| Another city / county | Official building department lookup | Local amendments and review route |
