The rebate has not arrived: build a claim-status packet before chasing payment
Trace an unpaid rebate after installation through claim submission, correction, approval and payment, including whether the benefit was an invoice discount or reimbursement.

The key decision
A delayed rebate needs a claim status, payment recipient and receipt date. In TECH’s single-family process, a mailed pass-through is due within 30 days after the contractor receives the incentive. An upfront invoice discount may already have delivered the owner’s benefit.
Locate the final claim for the completed installation
A saved Reddit discussion includes accounts of completed projects whose owners could not tell whether a payment delay belonged to the contractor or administrator. For completed work, start with the final claim rather than reopening the general eligibility checklist. “Paperwork sent” may mean a draft was uploaded, a claim was submitted, or a correction is still outstanding. Those statuses lead to different next actions.

Check the contractor’s receipt date and the agreed payment route
TECH’s current single-family incentive instructions say the approved program payment is sent to the contractor. The homeowner receives the benefit through the agreed upfront invoice discount or a mailed payment within 30 days after the contractor receives the incentive. Ask whether the contractor has received it and on what date. This is not a promise of payment within 30 days of installation, reservation approval or claim submission.
If the full agreed discount already reduced the owner’s invoice, a later program payment to the contractor is not a second homeowner benefit. If the delayed-payment route applies, reconcile the amount and receipt date with the promised pass-through. For a HEEHRA rebate, confirm the pass-through method and timing in the contractor agreement or with the administrator rather than assuming the same 30-day term.
Match the contract, invoice and claim identifier before escalating. An approved reservation belongs to an earlier stage and does not prove that the final claim is complete or paid. HEEHRA’s closure to new reservations does not, by itself, explain the status of an existing claim.

Turn an ambiguous delay into a specific missing item
Illustrative scenario: a heat pump is installed, the owner pays the contract balance, and the expected rebate has not appeared. The contractor says the paperwork was sent, but the administrator is waiting for equipment evidence or an amended invoice. A status packet with the reservation identifier, submission receipt, outstanding request, responsible party, and next action can resolve the ambiguity. The owner's follow-up becomes a specific request to close a known gap.
Follow up on the party that can move the claim
Ask for the administrator’s exact status and latest dated request. If the claim needs a corrected invoice, identify who issues it, what is wrong and when the correction was uploaded. If it is approved for payment, request confirmation of the approved amount, recipient and payment status through the administrator’s established contact process.
For a HEEHRA rebate, TECH’s FAQ points applicants to its HEEHRA Rebate Status Tool, and the HEEHRA page directs status questions to the contractor or TECH Clean California.
Illustrative follow-up: “Claim X shows an equipment-model correction requested on the listed date. Please confirm who supplies the corrected record and when it was resubmitted.” This produces a more actionable answer than a general request for an estimated payout date. Do not include private banking or income details in a shared contractor email.

Preserve evidence without rewriting the installation history
Preserve itemized invoices, exact equipment models, required inspection records, reservation and claim confirmations, and any program-specific documentation. Store sensitive income or identity records through the program's approved secure channel. A general project inquiry should not ask the owner to attach tax returns. Share only the information needed for the current status question, with unnecessary personal details removed from ordinary correspondence.
Ask for a written reason when a claim is reduced or denied
If a claim is rejected or remains unresolved, ask for the written reason, applicable rule, and available correction or review process. Keep a dated log of responses. Do not misstate completion dates, models, or costs to make the claim fit. Accurate records may support a correction; invented information creates a new problem. The owner should end with a clear disposition and a budget updated to the benefit actually approved.
Put it into practice
A decision table to keep handy
| Record to check | Evidence | Decision it supports |
|---|---|---|
| Submission | Claim identifier and receipt | Confirm the claim exists |
| Correction | Dated request and assigned owner | Close the specific missing item |
| Payment | Recipient, contractor receipt date and agreed pass-through | Distinguish processing delay from overdue owner payment |

Common questions
What should I do if an approved rebate has not been paid?
For completed work, obtain the final claim receipt, current status and any correction request. Confirm whether an invoice discount already delivered the benefit. For TECH’s single-family delayed-payment route, ask when the contractor received the program payment; the published pass-through deadline is within 30 days of that receipt, not installation. For HEEHRA or another program, confirm the payment method and timing in the agreement or with the administrator.
